The truth is that if the Britannians did not senselessly slaughter in the slums area then the rebel group that is hiding there wouldn't even team up with Ohgi to fight back.
Actually, Ohgi wouldn't also fight back or even try to do anything else when they know that the plan failed because it was already decided that they would retreat entirely if the first plan fails at that time.
