All the 10 Celestials used elemental domains to become Celestials thereby stopping others from becoming Celestials. This is because Elemental domains are the most valuable domains. The other types are not appreciated in the plane. This reduced the number of Celestials in the plane but it also enabled them to monopolies the Celestial domains to just 10 of them.
