Or second, and much more likely, was that they got greedy and ended up selling the blueprints thinking that no one would find out. After all, while it was unlikely, it wouldn't be the first time that two countries developed similar weapons at the same time.

Perhaps if their intelligence agency hadn't obtained the leaks due to a series of unexpected accidents, even they would have been fooled.
