Hence, the Hokage is too busy. There is a need to revamp the system, and who better to do that than the Past Hokage."
Tsunade narrowed her eyes, looking at the village different from anything she had seen, breathing in, "I get that part. I do. But we aren't allowed to interfere. Why would Soul Society even allow that?"
"Technically, but then that means not interfering with the Otsutsuki's, too, since they are a part of World of Living. The Great Noble Families, Shiba Clan, wouldn't stay out and let a World be destroyed, so basically, there is a high chance to convince them to do this, so Naruto and Sasuke could be freer and train. A bit of fighting against the Otsutsuki."
Tsunade looked over her shoulder, "This worked last time?"
