The existence of Grandmasters and their unfathomable abilities were not hidden from the knowledge of the higher-ups in the major countries of the world.

Most often times, these countries kept an ultra-secret list of their Grandmasters. Anyone on this list was not to be disturbed or offended for whatever reason.

The countries saw Grandmasters as a special resource, one that wouldn't be used unless absolutely necessary.

Those who reached the Grandmaster level were seen as strategic resources that shouldn't be moved without an existential cause. After all, these people were at the height of power known to most.
