Arthur and the rest were rather shocked by what Noah had just done, but they had half-expected him to do something as insane sooner or later, and by "conquering the world" he was most likely meaning this, something that seemed completely insane in every level possible.

It was truly a plan that broke all rules established in everything, yet he had done it so quickly and so easily it seemed like this was a mere joke to him. Quite possibly Noah had truly become someone at the pinnacle of the world!
