Like most of the larger stations in Central, this one had several layers within its 'average G' centrifugally spun habitable sections. And like many of those, only the 'innermost' layer had much overhead airspace.
The outermost layer was generally zoned for occupational use, so that no one had to remain in the highest G areas for too long at a time. The innermost layer was often given over to parklands interspersed with low G occupational areas, to once again limit the time anyone spent exposed to lower than average G forces.
