Based on his story, there was a safe haven that was built four years ago, and that was where they were living in before they arrived at this place. Going by how Zen managed to develop his skills so much and create a number of excellent, high-quality inventions, she got the impression that he was able to do so with an amount of resources that was more than adequate.

The fact that there was all that training in the military and studying with a group of scientists had her thinking that the city was more than prepared. It even seemed more advanced than the city they used to live in before the apocalypse.
