The current medical system in China was such that patients and doctors would all want to go to a bigger hospital if at all possible. They wouldn't want to have to go to a smaller hospital. Nothing was wrong with them, as it was normal for people to want the best thing possible for themselves. Doctors would want better development potential, while patients would want better and more advanced treatment. Yet, should the previous generations' hard work over several decades in establishing complete and well-running smaller Chinese hospitals be abandoned entirely? This was a difficult problem and contradiction in the Chinese medical system.
