You should focus on the empire first, and see if Arthur is able to take such long absences and is he politically powerful enough to make the best of it along with the princess.
I think it would be good for Arthur to meet with the dwarves first and acquire runic weapons and have a sort of trade relationship with them before going to kill the frost dragon lord at their request, this will also have Arthur be officially recognized as a powerful figure by all the nations. (Well you can forget about this last sentence)
