You can improve observation haki passively during every spar anyway. You can work on any part of combat you want and get observation haki proficiency at the same time so it’s not like it will take any time away from training your other skills.

The easiest single targets at a similar level of strength i can think of are pakura and mei terumi. He could just help to make them kage of their respective villages later. That way they‘d come with the additional bonus of an alliance. An age gap doesn’t really matter with orochimarus body swapping anyway. With pakura orochimaru would also have a new reason to go murder rasa even if he doesn’t end up becoming a missing nin. Everybody wins 😂
