Have Merlin have his own nation realm that connects those nations as a central hub or citadel for the magical side of earth. As for the location you can use Africa for the location as well you can add the sanctums as the gates to Merlin’s realm.

Also if you get tha chance go to destiny, capture the traveler and it will help with the undying soldiers part. Just a suggestion. I really wish someone used the traveler in a fic. It would definitely make the soldiers more deadly.
