I don’t think you understood what I was saying here. What I was saying was Shellder needed to level up many times to learn these moves. On the other hand, Cloyster had access to all of its moves right away through a tutor.
After some thinking, he decided that he wanted to keep Shellder for himself. Once Shellder evolved into a Cloyster, it would have access to every move it would have learned through leveling as a Shellder.
