I know that one, the reason I said I don't have an exact answer is because I remenber seeing some years ago, a video about a black super soldier( he appears in the falcon and winter soldier series),whom his son( or grandson I don't fully remember), was believed to have being born with super soldier condition due to his father, but later was revealed that he was taking some drugs to have his enhanced performance and was just a normal human. Though I do agree with you on the matter with children of people who took the sss being naturally born as enhanced humans.

well in the comics, they always show that Peter ages like a normal human, while those who get the serum maintain peak performance and appearance for decades, even while they start aging and look like an elderly person they are stronger than a normal human, now as form passing it to their children i don't have an exact answer, since it depends on the writer if the children are or are not born super soldiers.

Yup, that's another thing that I like about the sss, if captain spent some time studying he could easily be above avarage in terms of intelligence and have near perfect memory since in some stances is said that the sss makes someone into the next stage in human evolution and he can still get stronger with training.
