The same way some people in the world don’t know about popular artist, billionaires, presidents and so on and other major influencers, you can do a parallel here and make him one of those people who wouldn’t know about Joker. He aslo wasn’t born and raised in Gotham. Up to this point i literally haven’t mentioned anything about his origins.
