this is the exact reason why system in solo leveling was made to be training wheel for jin woo because all monarch and rulers powers can't be measured by stats. higher dimensional being in solo leveling can be anywhere from city buster to multiverse buster it just depends on what avatar they are using and how much they are synchronised with the reality. Author just get rid of the system at this point and give him the real power of shadow monarch aka "the territory of eternal rest" all monarch are just living dimension in SL think about pre retcon beyonder but way less powerful but have potential to get there
