Totally agree. Jaime might be dumb, but as far as i remember he never thought himself to be intelligent. Cersei in comparision thinks of himself as the smartest woman around and takes horrific decisions. There's also the fact that the thing that maked Joffrey who he is, is Cersei's raising.
