So i will try to explain with an example. Suppose a guy who has a mild taste bud goes to a restaurant because he heard they sell good food and he ordered that food he came to find that food too spicy for his taste (food is good but too spice for his taste) he will (after eating) complain to the cook that food was spicy for him (was cook suppose to know that no but was that person will do nothing no he has justified reason to complain but the blame will fall on no one). a person can complain even if there is no one to justified to be blame.
