Her eyes finally rose to his, flashing a little defiance in their depths. "I have named him Tybastus," she said matter-of-factly.

In other words, this book is meant to be efficient as possible without wasting unnecessary time. When it reaches Game of Thrones like in the show, then I can slow down in general and maybe focus on the characters themselves. Don't expect much, however.
Thanks for your review. A few things. The story is told through Tywin Lannister's perspective. The writing is meant to reflect that. About the characters, I'm not sure what you're expecting the characters to be developed as. I did not stray from canon to the best of my ability. Developing the characters that you seek are pointless as the show has covered that already. If you're talking about the characters, the obscure ones that the show never covered or took out then there is nothing to cover for them as they are not important to the story or can simply be read in the official ASOIAF information.
Once again man. It's like you didn't even read the story. The Queen and Prince are loyal to Tywin Lannister but Tywin is loyal to the King so technically Dorne is loyal to the King. It's going to look bad if Tywin just simply said they are loyal to Tywin himself instead of the King which would signify treason.
Tywin hesitated, glancing at Queen Rhaella, who sat beside Aerys with a calm smile. He understood her game all too well. "Their Queen and Prince were... persuaded," he replied, his tone steady, "and their armies now pledge loyalty to you."

It's as if you didn't even read the story. The Gold Cloaks are not very good people in the show and Tywin Lannister being merged personalities will want to improve the Gold Cloaks for the people of King's Landing as well as trying to make sure it helps his future goals. He's an essentially an Anti-Villain archetype. The 2nd Chapter, was alluded that the Gold Cloaks might be a threat to King Aerys if left unchecked so here's the result.
Tywin nodded in agreement. "The City Watch must be an instrument of order, not a symbol of corruption. I propose we replace them with a force more loyal to the crown—our own Lannister men as Gold Cloaks."

I alluded that I might add a System or not, and there were mixed reactions so I said yes I will. You're reading this story a bit late.
The Anything System had granted him a gift. It was a power that demanded recognition. It was a force that surpassed the fake trivial disputes of any divine mythology in this realm. If there was a god in this world, it was the System, a quiet puppeteer orchestrating the strings of his destiny according to its own mysterious designs.
