Not sure why his development is so shocking for everyone. Let’s make this easy to understand. In chapter 5, the System says his overall attributes are similar to a three-year-old Forest Elf making him the the strongest baby elf ever seen. He also has the skill [Elf Language] You can now understand simple Elvish phrases and sentences spoken by your mother. Your vocabulary will easily improve the more you learn from her. Then in chapter 6 it says it takes a few months for Forest Elves to completely understand Elvish, and High Elves take a couple of weeks to start to understand Elvish. Now take into account the system has been giving him quests that are in Orion’s words “easy to complete”. Ta-da! Orion can say An-Shi and Mama at 3 days old.
