The term communism can be used in two ways. One, the very Marxian usage where it means the end goal of socialism, the stateless and classess society. The other is more of a Cold War usage that is meant to differentiate Marxist-Leninism from the Arab and South American flavours of socialism. In this second sense they can be considered that, at least politically. But they are definitely not close to being the first term I described. It would be hard to even classify them as socialist considering the large amounts of private ownership and free market at play there. To put it simply they have a mixed economy, large amounts of private and state ownership, with a ML political framework. - some Reddit dude
