It's always befuddles me how being a god comes with restrictions in some mythologies or stories.
Yet, despite the gravity of the situation, the Gods were bound by laws even they could not easily defy. The ancient decrees of Olympus forbade direct intervention in mortal affairs. To involve themselves too openly would disrupt the delicate balance of fate and free will, forces that even the Gods held sacred.

There were so many moving pieces that it was hard even for Ryu to wrap his head around them all, and ironically enough, everyone was just either frozen in time or being ruthlessly slaughtered one after another as he stood in silence.

So if he really changed the events of the past in another future, then he was certainly trying to make himself even stronger in this timeline. That does seem pretty close to what the Phoenix Sky God tries to achieve - A way to break through the Dao God level.
If he just wanted to go back in time to personally observe something, that would still be fine. But changing the occurrence of events or even tweaking the timeline seemed impossible.
