it's a misstranslation. I'm going to guess it was originally written as staying his hand. It's a saying where you pause an action before fully completing it. What it means is the instructor will fight him but not go for a win, meaning he doesn't actually aim to strike a point but just pressure him.
If he were to attack the other party, he would lose unless the instructor kept one hand to himself.
