Don’t redo there’s plenty of good material to build on, you still haven’t shown us the changes from the people’s POV of all the things homelander is trying to implement. What does the world look like to those under homelander and those against him now that he has established himself and has an organization that can make people into sups at his command. Changing view points and trying to look at your story from a different perspective is a good way of getting inspiration on ways to develop a story. (And you write good so don’t start from scratch )
Using something inconspicuous like whistling to send a signal to the brain through the ears, I imagine it to have a similar effect to mind control or thought paralysis. Not turning the target into a puppet but more of overloading the senses with information to cause a metal blu screen to occur. The longer he whistles, the longer you’re stunned. Another idea was just fooling the brain into thinking he’s not there. Like an optical illusion.

The pace is fine and the true measure of a good story isn’t just pacing but also substance and you have done an incredible job in fleshing out your story in a beautiful and engaging way. You’re doing way better than you give yourself credit for.
