I understand where you are coming from, but they are close in strength of haki and awakening of their devil fruits, and I believe sengoku has had his devil fruit awaken way longer than Damien has. But, I don't think he is having a hard time because he isn't fighting to win he's fighting to keep appearances. he's waiting for rocks death to make his move, what that is, yet I don't know, probably obtain his devil fruit.
