This world was very interesting. When chasing a thief, if the chaser accidentally injured someone else instead, the chaser had to be responsible for that. So not only was it useless to be brave enough to do something like this, it was not even something good. Maybe they had to go to lawsuits at that. Hence, who would be so idle to find trouble?
