World(as in the whole universe) in elder scrolls is a wheel. And CHIM is in a way ability to understand yourself and the world in isolation from the world you are percieving. Thus seeming the Wheel(World) from the side. And looking at the wheel from the side, it becomes a Tower. Thus "seeing the Tower" in Elder Scrolls means seeing the world from the outside, while being inside and thus coming a step closer to achieving CHIM(royalty).
