every customer of training living mechs can use the MSTS. plus any military that uses living mechs. so far, it has been explicitly stated that the larkinson clan and the hexers have their regular troops using it and implicitly implies other militarirs have also access to it
No longer would humans have to train for years to be able to competently pilot mechs. They could rely on HALM to get by in the first few months while they steadily absorbed the piloting and fighting skills of their own machines.

iirc the carmine system was simply the physical medium that facilitates the metaphysical connection between the pilot and the mech. the pact itself is a binding ritual that permanently join the pilot with the mech ves used a blood sharing system because the concept of blood was the most aligned for such permanent pacts. after all its the pact itself that lets the pilot to pilot the mech, not the physical system.
