Well, the Targaryen's hair color is natural as every other Valyrians, and the other character's hair color besides the normal ones: blond, red haired, brown and black, it's mostly due to Tyrosh culture of dyeing their hair color, so there's some unusual hair colors like Blue, Green, etc...
