"Luckily, it wasn't Aokiji who came," Daniel Davis thought, feeling fortunate as he left the Sabaody Archipelago. The three Admirals, each possessing a Logia-type Devil Fruit, could adapt to various battle environments: Aokiji for the sea, Akainu for land, and Kizaru for the air.

During the Marineford War, if the navy hadn't had Aokiji, the result against Whitebeard's quake would have been uncertain. With a single quake, at least 80% of the 100,000 elite marines would have been casualties.

If Aokiji had come to the Sabaody Archipelago this time, leaving would have been much more difficult for Daniel Davis. With his power, freezing the entire Island No. 1 would have been effortless.

"It's time to start the next phase of the plan." With this thought, Daniel Davis opened the Gate of Secrets and appeared above Marineford. Soon, the scene from the Sabaody Archipelago replayed in Marineford, with countless papers fluttering down like snowflakes.

"Sengoku is in big trouble this time."

On Island No. 1 of the Sabaody Archipelago, Pluton Rayleigh, who had been sitting on a rooftop on the outskirts, observed the unfolding events. Holding his flask in one hand and a piece of falling paper in the other, he sighed deeply.

Meanwhile, Kizaru, still hovering in the air, clutched one of the falling sheets, his expression darker than before.

"Fleet Admiral Sengoku is in big trouble," Kizaru muttered, glancing at the people below who, out of curiosity, had picked up the papers. Their complex expressions upon reading the contents made it clear that this situation had escalated beyond his control.

Seeing the papers scattered everywhere, Kizaru knew that everyone on the Sabaody Archipelago must have seen the content by now.

"Get me Fleet Admiral Sengoku," Kizaru thought, immediately using the small Den Den Mushi on his left arm to contact the navy headquarters.

"Damn it, who would dare do this? How dare he?"

Kizaru's call didn't go through because at that moment, the navy headquarters was in chaos. Daniel Davis's blackmail tactic was too powerful, so powerful that Sengoku, the Navy's Fleet Admiral known as the "Strategist," couldn't handle it. Upon seeing the content on the papers, Sengoku smashed the navy headquarters building with a single punch.

Fortunately, Admiral Aokiji was present and used his ice powers to freeze the headquarters, giving the staff time to evacuate, preventing any casualties. However, they couldn't maintain the building indefinitely with Aokiji's powers alone.

The papers scattered by Daniel Davis were simple: they mostly repeated what he had told Weasel, printed on paper, and added a lot of incriminating information.

Without Roger to take the blame, the navy had to shoulder it. Daniel Davis also exposed the truth about the capture and execution of Pirate King Roger: he wasn't captured by the navy but surrendered due to illness. Karp had merely been basking in the glory.

For authenticity, Daniel Davis included a photograph on the back of the paper showing navy personnel escorting a slave transport ship, their arrogant, evil expressions sure to disgust anyone with a sense of justice.

With Red Queen's help, fabricating a few such photos was easy.

"Fleet Admiral, the G2 Branch has reported."

"G4 Branch."

"G6 Branch."

As reports came in from the navy's branches in the first half of the Grand Line—G2, G4, G6, G8, and G10—Sengoku's face darkened, and he spat out a mouthful of blood, rivaling the dramatic displays of certain anime characters.

Faced with Daniel Davis's underhanded tactic, even the Strategist Sengoku couldn't withstand the pressure. According to Davis's narrative, the navy was behind all the human trafficking rings in the Sabaody Archipelago, euphemistically calling them "employment agencies." Davis did not mention the actual perpetrators.

With the description of the Sabaody Archipelago included, anyone reading it would inevitably doubt the navy's integrity.

If the navy wanted to explain, they had two choices: blame the World Government and the Celestial Dragons, claiming they were just following orders, or silently accept the blame.

The first option was out of the question for Sengoku, as the World Government would not agree unless he planned to rebel. So, Sengoku had to reluctantly accept the blame.

"Sengoku, many navy personnel are now questioning the truth of what's written on those papers," said Tsuru, addressing the temporary navy headquarters in Marineford. All eyes turned to the piece of paper labeled "The Truth of the World, Issue One" on Sengoku's desk.

The navy could handle powerful enemies, even if the combined forces of the Four Emperors attacked Marineford. But this time, even the Strategist Sengoku couldn't find a solution.

Isolating Weasel's subordinates had been possible before, but now the news had spread throughout the first half of the Grand Line, even to the allied nations of the World Government.

Many nobles from these nations were calling to demand explanations from the World Government.

"I paid so much in Heavenly Tribute for the navy's protection, and it turns out the navy was here to catch slaves? There must be an explanation for this."

The World Government's Five Elders were also furious. Some things could be done but not said or exposed.

"The situation has been temporarily contained, and all the leaflets have been collected. However, we must find a way to resolve this issue completely; otherwise..." Tsuru didn't finish her sentence, but everyone understood. If this dragged on, it could lead to a significant exodus of disillusioned navy personnel, potentially shaking the foundation of the navy itself.

"Borsalino, any leads on your end?" Sengoku asked, turning to Kizaru. Due to Daniel Davis's subsequent actions, Sengoku was more concerned about resolving the situation than blaming Kizaru for the failure at the Sabaody Archipelago.

Likewise, the incident involving the death of many wealthy nobles and the destruction of the largest auction house on Island No. 1 was being suppressed by the World Government. Their focus was now on Claude, the perpetrator, with a mission priority even higher than that for the Four Emperors.

"I gathered some information. It seems the target was the human trafficking rings, or rather, the 'employment agencies,'" Kizaru said, his expression turning subtle. He paused before continuing, "As for more detailed intelligence, it seems even the World Government doesn't have much."

"Could it be the Revolutionary Army's doing?" Sengoku speculated.

"It doesn't match their usual methods, and based on our investigation, the incidents happened almost simultaneously across the Sabaody Archipelago, the navy headquarters, and the five major branches. The culprit must be an organization with considerable power, likely targeting the navy and the World Government," Tsuru said, explaining the conclusions drawn by the naval intelligence division.

Tsuru couldn't have guessed that the entire operation was the work of a single individual, Daniel Davis, moving from the Sabaody Archipelago to the navy headquarters near the entrance to the Grand Line.

"So, all clues point to this Claude," Sengoku said, glancing at Claude's wanted poster on the table.

"Yes, but according to World Government intelligence, he disappeared from the Sabaody Archipelago."

"Find him at all costs. You remain on standby at headquarters." Sengoku slammed his hand on Claude's wanted poster, issuing orders loudly.

Sengoku had always prided himself on upholding justice and maintaining world peace. But now, in the eyes of the public, he had become a joke, as depicted in the pamphlet. This enraged him.

If Claude, Daniel Davis's alias, appeared before Sengoku now, Sengoku would surely show him the true power of the Buddha form.

"Jack, what do we do now? All the slaves have escaped, and the auction house is destroyed," Disco, the auctioneer of the ruined human trafficking site on Island No. 1 of the Sabaody Archipelago, sat amid the wreckage, shouting into a Den Den Mushi.

"Fuffuffuffu, you shouldn't come to me with such matters; you should go to our Fleet Admiral Sengoku. He's your real boss, fuffuffuffu." Doflamingo's distinctive laughter came through the Den Den Mushi.

"Jack, this is no time for jokes!" Disco shouted again.

"Rebuild it if it's destroyed. Handle this minor issue yourself," Doflamingo said, hanging up before Disco could reply.

"Fuffuffuffu, I didn't expect someone to be so bold. The world is getting more interesting," Doflamingo said, catching an incoming weapon with his left hand, then tossing both the weapon and its wielder aside.

The three people sitting next to Doflamingo seemed unfazed, as if this were a common occurrence.

"Captain, something big has happened," shouted a crew member of the Red Hair Pirates as he ran up, holding a pamphlet. They were resting and having a party on an unnamed island in the West Blue.

"What's the matter?" Red-Haired Shanks, missing an arm, casually took the pamphlet. His expression changed upon reading it.

"Captain, what's wrong?" asked a chubby man in a green striped shirt, biting into a chicken leg, curious.

As one of the Four Emperors, few things could make Shanks change his expression.

"Take a look at this." Shanks handed the pamphlet to his vice-captain, Benn Beckman.

"This is trouble." Beckman's expression turned serious upon reading the pamphlet. As the strategist of the Red Hair Pirates,

 Beckman quickly grasped the implications.

If they had received this pamphlet in such a remote part of the West Blue, it was likely spreading across the world, reaching everyone who needed to know.

"I wonder who has the guts to do something like this."

"Hahaha, Sengoku must be coughing up blood right now," Whitebeard laughed, taking a huge swig from a nearby jug after reading the pamphlet aboard the Moby Dick in the New World.

"I wonder who has the nerve. It seems Sengoku has met his match, as has Garp."

At the same time, the other two Emperors, Kaido and Big Mom, received the pamphlets. Both were pleased, with Kaido feeling a sudden urge to attempt suicide again and Big Mom devouring her delicious cakes.

As pirates, they were naturally delighted to see the navy in trouble.

Revolutionary Army headquarters, Baltigo.

"Look at this and tell me what you think," Dragon said, handing the pamphlet to the young man in front of him. The young man, even with a scarred face, looked extremely handsome. This was Sabo, now the chief of staff of the Revolutionary Army.

Holding such a position at a young age highlighted Sabo's intelligence and the Revolutionary Army's need for talented individuals.

The world's education system was woefully inadequate, except for the navy. Even wealthy kingdoms offered little education, with most resources monopolized by the rich and nobles. Ordinary people were lucky to be literate.

Daniel Davis suspected this was a deliberate policy by the World Government to prevent another Ohara incident.

The fragmented nature of the world, composed mainly of islands, made establishing schools difficult.

"Someone wants to cause chaos within the navy," Sabo observed after reading the pamphlet.

"The navy is already somewhat chaotic. Recently, pirates have become more rampant," Dragon said, sharing the information he had gathered.

As a former navy officer who almost became an admiral, Dragon naturally had many contacts within the navy.

"What should we do next?"

"Let's wait and see."

After discussing with Sabo, Dragon decided not to take any immediate action.

"They're not using this opportunity to rally navy defectors; it seems Dragon and the Revolutionary Army lack a clear action plan," Daniel Davis thought, disappointed. Now was the perfect time for the Revolutionary Army to act, but they did nothing.

"Time to stoke the fire." Dissatisfied with the limited impact of his actions, Daniel Davis decided to scatter another round of pamphlets over the navy.
