At this moment, a crowd gathered at the small pier in the village.

So, Luffy becoming a pirate and sailing the seas is a way of fulfilling Sabo's dream as well.
And now, he can not only achieve his and Sabo's dreams but also follow in his big brother's footsteps...
"Take care, everyone! When I come back, I'll be the Pirate King!"
Luffy laughs and waves at the crowd, then prepares to set sail...

The Grand Line, Marineford Island, Marine Headquarters!
In a spacious room, numerous figures sit around a large round table.
They are the current Warlords of the Sea!
Hawkeye Mihawk, Gecko Moria, Boa Hancock, Bartholomew Kuma, Donquixote Doflamingo, Jinbe, and Crocodile.
At the head of the table sits Fleet Admiral Sengoku.
The three Marine Admirals, Akainu, Kizaru, and Aokiji, are also present.

"I'm just a regular vice admiral, hardly qualified. I'd rather get some sleep."
Garp, wearing his dog hat, casually eats his rice crackers, nonchalantly speaking.

Sengoku replies, "As a Warlord meeting, discussing recent issues in the seas, you should participate given your status."
Garp laughs and dismisses it, "What status? I'm just a vice admiral! You all go ahead, don't mind me!"
"But since you've called me here, I guess I'll stay... I'm full now, so I'll just take a nap!" With that, Garp closes his eyes and slumps forward.
His head hits the table with a thud, and he starts snoring within seconds...
Everyone else in the room seems used to Garp's behavior, and no one dares to say a word.
Even the hotheaded Akainu and the arrogant Doflamingo ignore him.
Sengoku sighs but knows there's not much he can do about Garp. The fact that Garp even showed up to the meeting is an improvement; in previous years, they couldn't even find him. Sengoku decides to let it go.

However, just at that moment, a loud noise is heard from outside, followed by a powerful tremor!
