So apparently, the meaning is something like these guys are substitutes for the True Immortals. I don’t know what that means but yeah. Also, the author uses True Immortal Roll and True Immortal Substitute Roll at times. I think it’s a mistake by him and there should be no difference between them but I’ll just translate accordingly first just in case.
