Kapitel 46: What's the capital punishment?

On the shore of Shandora, there are three groups in a circle facing each other.

The first group consists of the Shandian chief, Wyper, Laki and some other warriors.

The second group is Gan Fall, heavenly warrior survivors and the berrets.

The third group consists of me, Vivi, Hina, Tashigi, Janna, Sona, Annie and two hooded figures.

"So shall we talk about the rulership condition you gave before?" The SC asks (Shandian chief)

"Indeed! I want to know how you want to do this." Gan Fall nods.

"That's why I brought everyone besides me here." I point at the women.

"Why are they all women?" The Shandian chief and Gan Fall look at me carefully seeing a pattern.

"First, Vivi over here is actually the princess and I am married to her. She is also the administrator of that kingdom, while I'm not there. Tashigi and Hina here are my followers who were law enforcers before they started to follow me, so I made them into the law enforcers of our kingdom.

I'm leaving Janna and Sona to rule and lead you, because they have asked to stay here for whatever reason. They are also strong enough that if some invaders make their way up here, that they will be eliminated or stalled until I come to eliminate them." I swiftly declare.

"That's all well, but can you also tell me exactly how you plan to do this?" SC

"You plan to make a kingdom similar to the one Enel had?" Gan Fall

"The appointed ruler here will be Janna and Sona will be the leading law enforcer. There will be some basic rules set that everyone has to follow no matter what. First being the non-aggression or discrimination between your two tribes and the future residents here." I explain.

"And the other ones?" Wyper

"For now, there aren't any more besides that you don't do criminal activities like stealing, robbing, killing,..." Janna

"And there are still some declarations. First- 'Upper yard' is now officially called Shandora and is the land of the Shandians, like it was over 400 years ago." Vivi

"You can't do th-!" Heavenly warrior

*Bang!*

The heavenly warrior is sent flying by giant Annie's punch.

"Don't interrupt mommy again or I won't go easy next time~" She says with the flame armor covering her.

The Skypieans stare at Annie surprised with a little bit of fear.

'Damn, that weak looking kid can kill you if you underestimate her.' Skypieans

"I can kill you even if you don't underestimate me~" She grins at them, perfectly catching what they were thinking.

As I see some cold sweat appear on the Skypieans I smile and nod at Annie. A little fear helps with getting the hotheads in line.

"Thank you Annie~ But don't worry about it. Even with this becoming Shandora, you will still be able to come and go. You can move to Shandora while the Shandians can move to your islands if they want. The economy will first grow between your two tribes and after, other people will start to arrive and settle." Vivi explains what we discussed before.

"But what about overpopulation? The last four hundred years we were able to thrive because of Upper… Shandora. How will the sky islands be able to produce enough food for the Sahndians, Skypieans and the others that you have mentioned. Until now the number didn't grow too fast because of war casualties, but with peace we will enter a food deficit." Gan Fall points out his concerns.

"You don't have to worry about that. I will be able to ship more fertile land, food, water and other materials. Today, I am expecting a delivery of something and at that time, I will connect this place with my other island. You can leave and return to the Sky islands without fear, the same goes for the people in that kingdom." Lynx

"You are alright, but I don't want any other blue sea people here!" Wyper says annoyed.

"If you are afraid of us letting just anybody go up here, then you are sorely mistaken. We will make a strict verification of anyone passing through, so no dangerous people can come through and endanger this place." Vivi reassures them.

"This also allows you to travel to and back from the blue sea safely, while also making you capable of obtaining food, fertile land, materials and money." Janna

"Now as for the leadership of Skypiea and Shandora. First off, the islands will be counted as one country. The name can be voted by your two tribes as I don't care as long as it doesn't sound stupid.

Second, Janna is the… Queen. She will have two elders and four advisors by her side. The elders will be the most experienced and knowledgeable people in each tribe, meaning Gan Fall from the Skypieans and the chief of Shandora. These are non negotiable. Two advisors will be voted by your own tribes. These six will be the people who can suggest new laws to Janna and give an explanation why it should be implemented. You have no other power besides that since Janna's decisions is what counts." I point at them to be careful.

"Sona here will be the leader of the law enforcers called police. She will gather her staff from both tribes consisting of powerful warriors who need to have their justice orientated towards the people. You all possess that, but you will need to learn to not be biased against the other tribe or the soon incoming outsiders." Lynx

"This seems reasonable. But do you plan to have this coexistence all depend on Janna's, Sona's and your abilities?" Gan Fall asks concerned.

"Even if you both can turn into lightning, it seems a bit short term. What about after you?" SC

"At that point, my kids will be more than capable of taking care of it themselves. But until then, just spread the news about how I killed Enel. That will be the death penalty for insurections, corruption and etc. By the way, the baton has become a real cursed weapon and with every similar kill, it will just become stronger~" I grin at the two opposing groups.

Most of them were lost, but Gan Fall, Laki, Wyper and some Shandian warriors took a step back remembering the scene.

"Huh? What happened?" SC and the Heavenly warriors seemed confused.

The Shandian warriors went over to whisper to their chief and one Heavenly warrior to spread the word.

'He shoved a giant baton far up his ass, shot him with a bow to crash into the Light of Shandora, brought him back and later disintegrated him with lightning.' Was the whisper.

The Shandian chief gives me a poker face and answers.

"We will behave. That's not a way I want my people to die, ever." SC

"Good!" I nod happilly.

"Alright, you explained who the women are, but what about those two? They have no reason to be here!" Wyper points at the two cloaked figures.

The others also nod at his words, since they don't see a reason as well.

"Alright, you two can pull off the cloaks." I look back.

The two unhooded themselves, uncovering themselves as Conis and Aisa.

"AISA!!! WHAT ARE YOU DOING HERE?!" Both Wyper and Laki scream.

"Hm? Isn't that Pagaya's daughter?" Some Skypieans try to figure out what she is doing here.

Aisa quickly hides behind me and looks intimidated by Wyper for a sec.

"I will become strong!" Aisa yells.

"I as well." Conis adds.

"What?!" Wyper is already grinding his teeth from anger.

"Calm down Wyper. This is the second guarantee for peace. Aisa will follow me and become my trainee, while Conis here will become my wife. Having these two with me, I have a more personal relationship with both tribes. I won't hurt them or anything. Any objections?" I look at everyone.

"But didn't you say you already have princess Vivi over there?" Gan Fall asks with a raised eyebrow.

"I already have five women and one who is waiting for a bit. But so what? If they are mine, I will love them wholly and get them everything they might ever wish. If everyone is happy, does it matter how many I have?" I return the look.

"As long as you truly will love her and treat her well, then I will say nothing more." Gan Fall says seriously.

Wyper and Laki clench their fists from frustration until Laki decides that she can't take it anymore.

"If that's what you want, take me instead of Aisa! She is just a kid and you seem to bring kids in the middle of a warzone with you! I am a warrior and… Am also able to offer myself as your... wife." She forces out the last word with frustration.

"Sorry, not interested~" I wave her off with a bored expression.

"WHAT?!" Most of the Shandian warriors look at me weirdly and then at Aisa.

"If you are thinking any obscene stuff between me and Aisa, stop it before I start with the Shandora's new execution." I give them a deadly face, that made them jump away in fright, holding their asses.

"Then why?" Laki looks surprised as well.

"You clearly don't want it and want to sacrifice yourself. You are 'sacrificing' yourself to be my wife, like it's a bad thing. That's the only wife I never want- someone for who I can do anything and they will never appreciate it." I say flatly.

"And I also wouldn't allow such a girl to come close. We all have feelings for him even if we did start off as enemies- he made us develop feelings and showed us how far he is willing to go for us." Vivi also frowns.

Laki bites her lips and looks down in shame. She just offered herself as a woman, but she was rejected coldly. Not one tribe's man besides Wyper would reject her… No he might have even accept now since the war is over and they have obtained Shandora again.

'Uh, I feel guilty since the lasso's had their input as well… No wait! Vivi is actually someone who was only told to hold onto me, not to develop feelings for me!' I smile happily at her.

'Well, I could also do the lasso trick on Laki, but I don't see her leaving Skypiea… Hm? She opened a cafe, didn't she? Zala also said she wanted to work more as a waitress as she knows it was her dream job. The ship's stuff is all free and she can't serve the binge eaters all the time… Let's have her open a cafe here with Laki and I'll come visit! Maybe I will get lucky!' I grin inwardly.

"But I can do one thing for you, so you are able to see Aisa almost daily without you coming with us." Lynx

"Huh?" Laki looks confused.

"One of my women wanted to own a cafe again. I will later ask her if she wants to open it here and you just have to co-own it with her. As I will be seeing her often, I can also bring Aisa to hang out. Sounds like a deal?" I asked her with a smile and my hand extended towards her.

"... *Sigh* You will be taking her no matter what, right? If I get to oversee Aisa every now and then, then I am alright with it." Laki grabs my hand.

"Good! Now with this done, Gan Fall, tell the Skypieans to dock. We are going towards Shandora to help restore the ruins." Lynx

"I will see to it." Gan Fall nods.

The giant group marched towards Shandora.

Arriving at Jack, I turn towards the Skypieans.

"Alright all cloud quarrymen, You will start to quarry out the clouds here and make a more accessible way towards it. Later we will have a milky way constructed towards here, so trading can happen more efficiently. Everybody else! We are going down through the small path. You will help us move the rubble, repair and rebuild houses if they are destroyed completely. The women and kids can help to cook with the food we will bring. In the evening there is a party again, so look forward to that!" Lynx

"YEAAAAA!!!!" The Shandians all scream in delight, making the Skypieans take a gulp in anticipation.

'How good was the party for these guys to be so hyped?!' Skypieans

"So you are making progress with whatever you are doing?" Dr Strange again appears behind me.

"Yep. This will get me another base that I can use to build my forces. This world is quite cruel and I can't be everywhere. So I want my people to be able to hold their own and then help me when I will be facing the 'bigger fish'." I turn around and smile.

"You seem to be wary of these people. Are they that strong even with all your powers?" Dr Strange seems curious.

"They have either unique powers or basic power perfected to oblivion. Even with all my strong abilities I am still not sure If I can fight these people, especially with all their factions to support them." I sigh.

"Well do your best. I will probably need some assistance soon." Dr Strange hands over a bunch of sling rings, a necklace and a book.

"So these are the coordinates of your world and the book for creating fixed portals?" I ask him.

"Yes. Learn well so you don't create a portal to evil dimensions. Also send a lasso first so I know you are coming." Dr strange says before disappearing.

"Guess it's time for the girls to obtain the powers of portals!" I grin.

"Hey Zala!" In the evening, I approach Zala with Laki.

"Hey, babe! What do you need of me? Got yourself another girlfriend? Do go easy on her~" Zala winks at me.

"Nah, she isn't. I actually came to you since I made a deal with her." I explain.

"Hooooh? You got another sucker?" Zala smiles, making Laki look at me with a fearful expression.

"... No. You remember how you always complain that you miss being a real waitress?" Lynx

"Yea… What about it?" Zala

"Well, I have decided to ask you if you are interested in staying here with Janna and Sona to create your own cafe/pub." I give her a suggestion.

"Babe, you already bored of me?" Zala acts out a fake sad expression.

"Of course not! I can do you tonight if you want~ But anyway. I made the deal with her that if you stay, you would open up a cafe/pub together. This way I can bring Aisa so she can see her still, I get to see you while you can also be a waitress again." Lynx

"... Sounds too good to be true. Tell me what you want me to do." Zala leans back while she waits for my response.

"I just want you to have some fun again. You seem bored on the ship too much." Lynx

"Still waiting~" Zala drinks some of the liquor milk.

"... Just open it, work here and use your old skills to obtain some intelligence about the people visiting. Alcohol makes the tongue loose and we might find some moles when I open the portals between here, Alabasta and wherever else." I sigh because this one is already too used to reading me.

"Hm~ Alright! But if you forget to come satisfy me every few da-" Zala

"Won't happen. If I am short on time, I would let you know and make it up another time~" I grin back.

"Fufufufufu~/Hahahaha~" We chuckle while staring at each other with grins.

'What did I get myself into?' Laki is slowly regretting her decision.

...

Over the course of the next few days, the city ruins were cleaned, separated if they had ornaments or writing for Robin and the rocks were piled up.

Most of Shandora had the cloud ceiling mostly removed and the upper ruins were moved back down to the main city. Shandora now is in a cloud valley with two big milky ways constructed from it to the white sea for easier access with boats and wavers.

With Durin's insight and knowledge, the well preserved buildings were restored, while the totally collapsed ones were made with more of a dwarvish feel- sturdier, thicker, bigger and majestic looking.

But there is one giant road through the middle of the city leading towards the Shandoran pyramid. We moved many buildings much to the displeasure of Robin.

The old Shandoran temple through which Giant Jack is piercing through is being reconstructed as the new police headquarters. It's to prevent anyone from going up Giant Jack, with a reason.

We started the construction of the Queen's residence a good hundred meters above Shandora on Giant Jack and brought down the bell to sit atop the residence. So the queen or police chief can easily go ring it every day as a return of tradition.

Now in the middle of the previously mentioned main road is a small raised platform with carved letters and pictures.

[This is the execution stand for the ones who commit the foulest of crimes. Intentional murder, insurection, betrayal of your home.

Blood will be offered to the bell of peace.

Form of execution:

Names of the executed: Enel]

People who pass by this platform always stare at it, then at the visible bell in the distance. Then they either shiver from imagining it happening to them or they snicker against their past tyrant for being the first to feel this punishment.

At first the Shandians, Gan Fall Vivi and Janna were against this punishment while Sona was all for it.

"What? This also will show that we are prepared to punish and spill blood for the peace. Anyone passing by will think twice before causing any major trouble, since we will be more unforgiving. And most of the people passing here will be merchants and tourists anyway. They will not seek out trouble on their own with the warning that someone can hear their every whisper in the city." Lynx

The Shandians were still conflicted, but Wyper pressed forward since this will make everyone fear doing those things as well as the bell would still signify peace everytime it rings.

Gan Fall gave up, since Shandora isn't his turf while Vivi let it go in the end, since she knew it won't happen a lot. Janna on the other hand realized she can prevent these crimes before they happen because of her abilities, so it might never happen.
