Way too unrealistic for any ottoman ah, the empire isnt turkish republic where its small enough and linked to europe for Ataturks reforms to work, here the middle east is included with its majority muslim and devout population, the whole thing is a powder keg that wont bend to the tanzimat without fully revolting or losing control, by modernizing with no consideration to the devout in your most prosperous potential lands you jeopardize any future to those lands in the empire. Should have included the Ottomans as protectors of the faith to bring the arabs into the fold or they will inevitably revolt after feeling disenfranchised and alienated. This method of reforms is however perfect for a smaller empire which is modern turkey+balkans without the lands of arabia
