"The gates from the Royal District to the Merchant District aren't frequented anywhere near as much as other gates are because those gates require requisite influence, ranks, and permissions. From the Dungeoneer district outwards however…"

Since they had slowed down to a halt, Pika could finally take a break, and hence the flames flickered back to life in her otherwise empty sockets.
