It is not someone who has the power of Gojo, but directly 'Gojo is born in the world of Naruto, but even when he is not the strongest, he still acts as strong as JJK'. Also, I think Roan explains everything a bit sloppily. It seems like the writing was not taken care of, perhaps the plot and story line were created without thinking twice or thrice.
