"Probably, the Indestructible rune was attached to the Regeneration rune just like us," Cypher explained. "But due to how your body was different from ours, the seal must've been much weaker. At that point, even if the regeneration rune is functioning as intended, the only state it can regenerate the seal to is a weakened one.

"As you can guess from the name, it's effect is Regeneration. It can only maintain a state. It cannot improve. Because of that Jibril would be forced to intervene and change your body to make it better suit the seal.

"In fact, I can see that your body was affected the most during your first punishment. It's evident that Jibril tried her best to complete the transformation then and there, but she ran out of time due to how your act of threatening the young mage wasn't severe enough to warrant a bigger punishment. ."

Savine was confused about that. 

"Shouldn't it be easy for her to simply extend the time she can punish me?"
