Terra, office of the Emperor on the Imperial Palace...

The Emperor is doing fine, he's doing his job properly and efficiently. He's macromanaging everything related to the Imperium as micromanaging it is by far the last thing anyone would do.

The number of administrative officials that helps with managing the affairs of the Imperium is absolutely numerous for every segmentum.

The way the whole Imperium manages things are by property distributing the workload on all related officials and manpower.

It's designated by a decree that the whole universe will be divided into 5 segmentum or segments. The segments are North, South, East, West, and finally Central.

These segmentums have special names, but the people ultimately know them as these 5 because it's easier to remember especially on the paper works.

Each segmentum except for the central is governed by a Governor-General. They are assigned to such position by the Emperor himself. This way, they'll be like The Emperor in old China or Old Japan who's "The Son of Heaven" or "The. Vicar of the Emperor" on that particular segmentum.

Next, each segmentum consists of innumerable galactic superclusters, each governed by a Premiere, typically elected in most instances or directly given the position by the administration in Terra.

Lastly, each galaxy in their respective galactic supercluster are supervised by a Viceroy who is again, typically elected by the people of the galaxy he or she is governing.

With these people, they have countless administrative officials to help them deal with the massive workload that always happens.

That's how the whole administrative works in the Imperium and it's by far great. No rebellion whatsoever, almost little to no corruption.

Corruption happens at most in a galactic supercluster level but such things like these are immediately dealt with extreme force and brutally.

It is better to point out that each of the segmentums are rich and powerful in their own accord. But there are still some galactic superclusters in these segmentum that are relatively poor compared to the others.

Most of these superclusters are the superclusters that have the highest concentration of aliens. Their trade are mostly that of supplying countless slaves or Level 5 citizens for the people who needs it.

So, the Imperium has finally set its sights to improve the industry of these galactic superclusters to have them contribute more than the slaves.

The Imperium will pour resources to improve the industry, overall lifestyle, and many more of the many galactic superclusters that's underdeveloped.

This plan is related to the improvement of the economy of the Imperium. The Emperor really wanted to push forth a rather more open yet controlled market.

He suggested that the market will by controlled by the government, by Terra itself. However, they'll make this sort of "bubble economy" where they'll make the people think they can influence how the economy runs.

Giving them like an imaginary power where they really can't do anything with. This power can be popped like a bubble anytime the Emperor wanted.

The Emperor wants to do this as from the data gathered and available, the Imperium is slowing down in technological progress because there's no outside pressure that forces them to improve. Yes, he can simply order the media to release that the Inorganics are as powerful as they are, but then, this will be detrimental in the long run.

It's like pumping adrenaline to your tired body, once this whole adrenaline pumping is over, you'll suddenly feel extremely fatigued for overworking yourself and just collapse.

The incident made him realize that he needs to loosen or change the restricted subjects one can delve and study without permission.

These two will go hand in hand, he'll make a new set of rules, open a bubble economy and let the normal people battle it out on themselves as they try to best one another in a massive market competition.

Easy to follow, and easy to execute. The mark of a true genius. Letting the normal people contribute to the progress while you sit back and watch them have a race against each other.

Currently, the Emperor is busy dealing and coordinating the stimulus plan they have to further improve the underdeveloped industries of the poorest of the poor superclusters.

He needs to do this before he can start with the next step of the plan. He needs to level the playing field so people have to rely on their own and not resources to improve.

Yes, they have large reserves and surplus of resources on all fields. However, they still need to increase it, kind of like preparing for the worst of the worst.

He is signing document after document regarding the stimulus package while thinking of other things that he can do to improve the Imperium as a whole.

He together with an artificial intelligence as his assistant which filters and uses complex algorithms to properly categorize those that needs to be immediately signed from those who do not.

On his office, he was guarded by the custodians in a far better armor than those a billion years ago, weapons too are already improved.

However, even with all the improvements, they retained the aesthetic of their armor a billion years ago which they reasoned as the very sign of their identity as the guards of the Emperor.

The Captain General as usual is standing guard at the back of the Emperor, not moving like a statue.

His life has become better, he's basically immortal, he won't age physically, and can't literally be killed by aging or diseases.

Just then, the Emperor leaned back on his seat and looked at the Captain General before asking.

"Have you released the information?" asked the Emperor with a simple tone as his hair suddenly swayed by an imaginary wind.

"No my lord, I've held on for the information. Should I release it my lord?" asked the Captain General as he readied to accomplish the order of his liege.

"Release the most basic of the information. We need to further instill on the minds of many what will happen if they ever think of breaking the law. Perhaps a public trial will do." ordered the Emperor as gis holographic monitor suddenly sounded with a notification, telling him thay there's more to sign.

"As you wish my liege, I'll contact the state media and order them to make the information seem like a grave irredeemable offense. I will also contact the governor of Mars regarding the matter with his technopriests." the Captain General said as he saluted and slowly move to accomplish his orders.

However, he was stopped by the Emperor once more who has another question.

"Captain General, how is our colony?" asked the Emperor as the Captain General stood straight and reported the state of the colony.

"Our colony is fine my lord. They've been independent for almost 49 thousand years already and I'm sure everything will be fine in the future. The packages are also ready to be activated, it's been ready for 49 thousand years already my lord." reported the Captain General as the Emperor just nodded in relief.

He hasn't been in touch with the colony per se. He's too busy doing things like catering to the needs of the greater Imperium, outlining plans for the future of the Imperium, and many more.

That universe is pretty fascinating, however he can't really see any merits of starting a wide colonization at this point in time when humans has already appeared there. He can let them do the lifting and just swoop in on the last moments to assimilate everything properly.

"Hold on to that thought. It's still not the time, and those humans aren't threatened. Plus, I guess those on that Council are having their minds ripped apart by that battle if they managed to record it." said the Emperor as he laughed. He remembered the report he got a few days ago which contained the result of that battle against the Inorganics.

He had a good laugh when he saw the post battle report. It contained the damage dealt both to the enemy and to the surroundings.

There, it was written that the space curved, time affected, a tear on space is imminent, and many more fun things.

He can only think of one term and this is from his previous life that can accurately describe the whole battle.

And that is smurfing...
