How could a hunter with Unknown-rank status have control of territory?

In the world, no one was given such privileges. Even ArchMage and Apex-ranked were no exception from that.

The reason for that was the risk of abuse of power and also because the Portal Gate had tiers that just no hunter could enter.

ArchMage and Apex-ranked certainly deserved a fiefdom from a sheer strength standpoint. But, if the Portal Gate was between tier-1 to tier-4, they could only wait for it to turn into a Red Gate to be able to close.

And that was tantamount to owning an uninhabited territory, as commoners would not be able to withstand the Mana impact of Portal Gates if all they did was wait without being taken care of right away.

That was why there were no rules for a hunter to cover one area.
