Kapitel 35: Rules and Regulations

So first off, I want to again thank everyone for reading and supporting my story. It's one of the first real stories I've written and I'm glad it's getting such high feedback.

Also if you guys are not to busy, please check out my other stories as well.

On that note, please stop asking me to update.

I will update when I can. I have things to take care of in real life just like most of you do. Not to mention I need to get into the mood to update a certain story. So yeah, the stories will be updated when they get updated.

Speaking on that I have not dropped Dhampir in DxD for those who have been asking about it. I'm just taking a moment to work on my other works and get the storyline of that fanfiction just how I want it.

But I repeat, Dhampier in DxD has not been dropped. I will update it around the beginning of March.

Promise.

Now without further ado, here is today's chapter.

PS: If anyone has a good idea for a Bungou Stray Dogs fanficiton please pass it along to me and I will try to write it. Or it will at least help me get started working on one since that is one of my favorite anime and manga series, yet there is not one fanfiction out there on webnovel about it.

Pushing open the doors in front of me, I entered into a conference room within the Ars Goetia building.

The moment I did the doors closed behind me, sealing themselves magically.

Looking forward I saw that everyone else had already arrived.

My fellow Maou, Zekram Bael, Killian Agares, and finally my father-in-law Elias Lucifuge.

The major players within the leadership of the devil race.

It's been a week since Ajuka announced and debuted the evil pieces at the Ars Goetia session, and today we are finally going to discuss some rules and regulations for the pieces themselves.

A small smile on my face I used my finger to adjust my glasses.

Five years after the war ended I introduced my magical glasses and self-writing magical quills to the rest of the underworld.

When I did Sirzechs and Serafall both started crying tears of joy. Meanwhile Ajuka just wanted to examine both products to see how I got the enchantments to stick.

It was a good laugh for me.

Anyway, as to the reason I am wearing my glasses right now it's just because I felt like it. The other in the room know my personality so they are not going to question it one bit

The perks of being me.

"Moring all." I said to everyone, as I moved and took my seat.

"Good morning Maou Asmodeus." Zekram said to me.

"Yes, good morning Asterius." Elias said.

"The same to you father-in-law." I told him. I do that often too, and once again its because of my personality. That is why no one is questioning it.

Sirzechs put a wry smile on his face at my actions, like he usually does. "Well then, now that Asterius has arrived, let's get down to business." He said. Sirzechs then put a serious expression on his face. "Todays meeting is to discuss the rules and regulations pertaining to the evil pieces." He spoke.

When we did the air in the room changed. I got serious then.

Since this meeting is a big factor in the future of the entire devil race.

"First on the agenda, who should get the evil pieces when they become available for widespread use." Sirzechs said.

"Obviously it should be nobles and those devils of the 72 pillar clans still left in existence." Zekram spoke.

"I agree with that." I said, causing everyone to look at me.

Since they know I and Zekram usually don't agree on anything politically. In fact, more often than not I one up him and get what I want, while he is left holding his dick in his hands and nothing else.

I count that among one of the greatest joys of my life at the moment.

Moving on, just because I agreed with Zekram right now doesn't mean anything. Soon you will see why.

"You agree with me Lord Asmodeus?" Zekram asked me.

"But of course." I said. "Most if not the entire underworld is ruled and led by noble devils and those of the remaining 72 pillar clans, so why should they not get evil pieces?"

"I'm glad you see my point." Zekram said.

"Now Lord Bael, hold on a moment." I said. "While I agree with you that nobles should get evil pieces, I don't mean we should just give them to them freely. Of course we will perform background checks firsts, and if the nobles are deemed trustworthy only then will be hand over evil pieces to them. The same with other high-ranking devils, even common ones." I said. "Because as I said before when the evil pieces were revealed during Ars Goetia, if some dumb fuck were to reincarnate the wrong being into a devil it could lead our entire race to war. And none of us want that right?"

"Yes, that is true." Killian agreed with me.

"I am of the same thought." Sirzechs said.

"Asterius is reading my mind." Serafall spoke.

"I agree with Asterius." Ajuka said.

"The same for me." Elias said.

Zekram didn't say a word, he just slowly nodded his head.

"I am glad we are all in agreement then." I said. "So with that said, I propose we put together a commission, no a whole new department within the underworld that will take in requests of those who want evil pieces, and then review them and vet them. Then, if they are deemed clean enough they will receive their evil pieces. Sure it will make some nobles and high-ranking devils upset, but isn't it better to be safer than sorry?"

"I couldn't have said it any better myself." Sirzechs said. "So with that I think we are all in agreement on how to determine who gets evil pieces. Any objections?"

No one spoke a word.

"Then the designation of an evil pieces request and vetting department will be made so." Sirzechs said.

When he did I used my finger to adjust my glasses, the light in the room hitting it at just the right angle at that moment to make my lenses shine.

All according to plan.

"Now that determining who gets the evil pieces is out of the way, let's next talk about the rules for reincarnating an individual." I spoke. "Obviously, those that receive evil pieces cannot be allowed, and I can't emphasize this enough, cannot be allowed to reincarnate another being without permission. Otherwise, and I will keep saying this to make it stick in your heads, it might lead to war."

"I agree with Asterius on this rule." Serafall said. "If we were to go to war any time soon within the next century or so, it would put our race in the most dire straights is has ever been in." She told us.

I nodded my head in agreement. "Our little Leviathan is not messing around. What she is saying is true." I said. "Compared to most other supernatural factions of the world, we devils are one of the smallest and really don't have any allies to speak of. Heaven has the church, Grigori also recruits humans into their ranks from what my spies tell me, then the other major pantheons like the Shinto and Norse all have leagues of mythological beings ready to fight with them. And lets not even talk about the Bhudda and Deva of the Hindu Pantheon. Bottom line is, this rule of no forced reincarnation must be observed and enforced to the highest possible degree."

"Any objections?" Sirzechs asked.

No one said a word, not even Zekram moved to speak since he knew without a doubt I was right. This is one of those rare moments where we both agree on something.

"Good, we are all in agreement on that rule then." Sirzechs said.

"Since we are I have something else to add." I said. "An owner of evil pieces cannot have anyone killed and then force them to join their peerage. Actually, let's make it a rule that before a person attempts to recruit anyone into their peerage, they must explain the evil pieces and the peerage system to them in detail, unless under certain extreme circumstances. This way we can avoid a lot of future of misunderstandings, and it will also help in recruiting strong people to our side. After all, an almost unlimited lifespan is very tempting for a lot of humans."

"I couldn't agree more." Killian said.

"Yes." Zekram said. "But even with the long lifespan, I feel that we need more to really get the cream of the crop to become devils."

"That is why I would like propose this initiative to go along with the evil pieces.' Ajuka spoke up. "An individual who is reincarnated will start off as a low-class devil. But they will have the chance to increase their rank, and once they reach high-class they will be given their own set of evil pieces, thus allowing them to create their own peerages. Increasing our numbers even further."

"Oh, very good young Ajuka." Zerkam said.

He's right, it's exactly the key to the evil pieces system from canon. But I had no idea it was Ajuka who proposed it. I guess he's a lot more attentive to certain matters than I thought.

"I think that idea holds excellent merit." Elias said. "Of course the details of how one is going to increase their rank from low-class to high-class needs to be worked out, but other than that I feel that is just what we need to jumpstart the evil pieces system."

"Any objections?" Sirzechs asked.

No one said a word.

"The initiative passes and will be put in place then." He said. "Next up, a very delicate matter. Should common devils be to join peerages?"

"Yes." I said, causing everyone to look at me. "It's a good idea. After all, the army and much of our forces during the Great War and Civil War were common devils. A lot of whom still hold top positions to this day. And not to be rude, but a lot of them are much stronger than the children of nobles and some of those within the remaining pillar clans. Even if they are the same age. So yes, common devils should be allowed to join peerages and have the chance to become high-class. It what I think."

"That makes sense." Sirzechs said.

"But Asterius, if we do it like that won't the nobles make a fuss?" Killian asked me.

"Some of them will, but a lot of them will see it as a chance to gather great talent and trustworthy subordinates under them." I spoke.

"I am of the same opinion." Elias said. "A lot of the greatest commanders I had during these last two wars were not of the pillar clans, or of any other devil clan. But of regular devils who trained hard to get to where they were. I am all for Asterius's proposal."

"So, would anyone else like to say something?" I asked.

They all stayed quiet.

"The motions passes." Sirzechs said.

"On that note, we should definitely added curriculum about the evil pieces to all schools and educate the public on them. We don't want people being taken advantage of after all." I said.

"Yes, I will get right on that after the meeting is over." Sirzechs said. "Now then, does anyone else have another other concerns?"

"What am I to tell the other races about the evil pieces?" Serafall asked us.

"We should tell them the truth." I said. "It's going to get out whether we want it to or not, and at least this way the other supernatural factions won't think we are planning to kidnap their members and enslave for our own purposes."

"Yes, we should tell them, but how is the question." Elias said.

"I think we should begin leaking small bits of information about the evil pieces, and then fully explain them to the rest of the supernatural world after we Maou get some peerage members." I proposed.

"A good idea." Ajuka said.

"Yes, I think I can work with that." Serafall said.

"Since there are no objections, the motion passes." Sirzechs said.

Once we did we all started discussing various other rules and regulations going back and forth, until eventually we came to a decision on several other important maters related to evil pieces.

1. The children of nobles are eligible to obtain their evil pieces. But only on their thirteen birthday, and only if they passed a standardized test regarding the usage of evil pieces with a 70% or higher.

If they fail said test, they must wait three months before they can take it again.

I am trying to keep the number of psychopaths and irresponsible who obtain evil pieces to a minimum. But in any place, time, or in any race children or children. They will make mistakes, and I am trying to them from doing so as best I can.

2. If a reincarnated devil runs away or kills their master, the matter will be investigated thoroughly no matter the situation.

I really don't want to deal with a Nekomata massacred and a pissed off Yokai/Shinto pantheon on my ass.

Which is why I pushed for the investigation rule, as well as putting the Black Knights in charge of said investigations.

Albedo will show mercy to no one.

3. An individuals peerage will be reviewed and interviewed every six months, and if any wrongdoings or mistreating's are found during the course of these reviews, said individual will immediately be jailed or depending on the severity of the crime, executer. His peerage members will then be taken in by the government until other arrangements can be made.

This rule is for little shits like Diodora.

Speaking of, I wonder if that half-lidded eyed rapist will still turn out the same way now that I have changed so many things?

Only time will tell I guess.

Moving on, after that no one offered any more suggestions and thus the meeting came to an end.

When it did Ajuka handed all of us Maou our own set of evil pieces and we went our separate ways.

As I did so, I thought about who I was going to recruit in the future.

Since I had several people close to me that I was going to add to my peerage.
