With their resources, I wouldn't be surprised if half of the Fragments were in their hands at the very least. For them to not come out to take the fragments definitely isn't a good sign. However, I don't know why they aren't proactively looking for the fragments. What I do know is that they probably have at least one of the two Fragments that you don't know the location of."
