In the office of Piltover's councilors.
A wooden sign with the name Linwin Lorant hangs on the door. With a rough motion, someone forcefully pushes open the door.
"Hey, Linwin!"
The only person who could make such a move in front of Linwin is Jayce. With a beaming smile, he strides into the room and looks at Linwin, who is staring at a list.
Interrupted in his thoughts, Linwin covers the list with his hands, stands up, and looks at Jayce, asking helplessly, "What's the matter?"
"Bilgewater sent back some news," Jayce says, shaking an envelope.
Since there's no Hextech station there, communication is done in the most primitive way—sending letters.
Linwin frowns and, in the next moment, irritably exclaims, "What's going on over there? Do these guys decide on piling up everything and sent them all to me this day?"
"Huh? What do you mean?" Jayce looks at Linwin with confusion.
"There's news from Silco as well. The Noxians want to purchase a batch of Hextech gemstones to replenish the energy of their stations. They fear that Hextech communication might fail. At the same time, they're requesting Sion's corpse again. Additionally, they hope we can return the unresearched Rune weapons, and in return, they're willing to agree to some conditions."
"I was thinking about how to negotiate. Speaking of conditions, there are indeed some things I want from Noxus."
"Then there's news from Demacia. They agreed to the construction of the Hex Gate and opening the passage with the twin cities. Vander and Camille want me to prepare and send a team to Demacia for construction."
"Why didn't I know about these things?" Jayce blinks.
At this point, Linwin's eyes flash with anger. Glaring at Jayce, he says, "You, relying on your other identity as a scientist, have been avoiding so many things."
"Okay, okay, calm down. I'll read you the details from the letter of Captain Jack Denton of the Third Squad of Piltover Police Bureau." Jayce walks to Linwin, presses him into a chair to calm him down, and then opens the letter, reading:
"As you said, acquiring a land in Bilgewater was too easy. There are two things Officer Jack mentioned in his letter. First, he detailed the conflicts with the Bilgewater gangs under the leadership of Graves and Twisted Fate."
"For April 2nd, our people entered Bilgewater's port and immediately clashed with local gangs. However, under the leadership of Graves, we successfully suppressed their momentum."
"On April 3rd, Graves, with fifteen enforcers, took over a tavern. At the same time, Twisted Fate took on several assassination missions and killed two notorious thugs that night. Their bodies were hooked and hung outside for display. His actions gained loyalty from several locals."
"On April 4th, our warship was attacked in the early morning, but thanks to the enforcers guarding it, we only suffered minor losses of Hextech gemstone and killed seven attackers. Graves had their battered bodies sewn and pieced together, then hung them outside the ship."
"On April 6th, Graves and Twisted Fate entered a tavern on the central island in the evening. They shot the leader of the Black Wolf Gang from behind, taking over the gang's territory."
Jayce's face shows a smile with each sentence, but there's also a hint of paleness.
However, compared to when I first read this letter, things are much better now.
By the way, what kind of template for criminal organizations is this? Graves's actions are truly wicked.
Talking about bringing in villains?
But, it's great. We are really powerful now! Graves, with a group of enforcers from the twin cities, managed to secure a small piece of territory in Bilgewater in just a few days.
As Jayce reads out the details, Linwin shrugs and doesn't seem particularly impressed. When Graves took action, Linwin already knew this would succeed. After all, in a place like Bilgewater, as long as you don't provoke the ruthless people on the Serpent Isles, the force of pirates and gangs there can't even break the shields of the enforcers.
Gangplank, the Pirate King, may sound domineering, but in reality, he's just an "ordinary person"—someone without magic, martial skills, controlling Bilgewater through fiery determination and ruthless means.
Gangplank is indeed formidable, being the ruler of the chaotic islands, and his methods are self-evident. In terms of strategy and cunning, he could outshine Linwin. But what does that matter?
In the face of overwhelming strength, tactics are just empty talk.
Just like the Bilgewater pirates, each of them is a desperado, employing various tactics to deal with Graves and the enforcers. However, no matter what they do, they can't even break through the shields worn by the enforcers.
This is absolute power.
In the current state of the twin cities, the military strength of Bilgewater is negligible.
Of course, the Buhru people are an exception. Linwin only knows a little about their sacrificial methods, but judging from their ability to summon sea creatures and even perform "rituals" like calling upon gods, the Buhru people are not to be trifled with.
"On April 8th, Graves and the Pirate King Gangplank had a negotiation."
"Oh?"
Hearing Gangplank's name, Linwin suddenly became interested.
Jayce, seeing Linwin's expression, understood him and added, "But Jack wrote that the meeting was interrupted halfway. It was because of a woman, a woman with a large bust, beautiful appearance, and a mane of soft red curls."
Linwin's mouth twitched.
Bilgewater really is a small place huh....
Twisted Fate, Graves, Gangplank, and now, Sarah is also in the picture.
"She and her people interrupted the meeting and attacked Gangplank. Jack wanted to help, but Graves stopped him, saying to just enjoy the show."
"That's a bounty hunter," Linwin said, spreading his hands.
"What about the second thing?"
"The second thing is that Graves and the female bounty hunter teamed up."
Jayce shrugged.
Jack described the woman as stunningly beautiful, but in such a grim place, what kind of beautiful woman could there be? A violent zone of chaos, poorer than Zaun, and out pop a red-haired beauty?
Nobles of Piltover just couldn't imagine...
But Jayce didn't consider the fact that he is also a noble of Piltover. Linwin shook his head and said with a smile, "History always repeats itself."
In the original story, it was Sarah, Twisted Fate and Graves opposing Gangplank's tyranny. In the end, Gangplank disappeared, and Sarah took control of Bilgewater.
And now, Linwin is getting involved, even Zaun and the enforcers are involved, and the result is Sarah joining forces with Graves and Twisted Fate against Gangplank.
"If possible, send a letter to Graves asking him to treat that woman nicely."
"Do you know about her?"
"Her name is Sarah, a bounty hunter."
Linwin paused, withholding some information from Jayce.
For example, the type Powder hates the most.
After all, when it comes to comparing bust sizes in the League, Sarah is always on the leaderboard. How many female champions with larger busts can you name? Apart from the monstrous one like Sona, Linwin thinks only Shyvana can be compared to Sarah, and Sarah is a genuine human!
What about Shyvanna? She's a dragon lady, and it's probably goes like: bust = firebags.
So, if Powder were to meet Sarah, she would definitely dislike her.
Because it would make her feel inferior.
And there's also the fact that Sarah is the female champion that Nagakabouros(the unknown god Illoi worships) has taken an interest in.
Like Gangplank, although she is human for now, in the future, who knows, she might become someone like Illoi.
A monstrously powerful individual.
But Linwin certainly didn't tell Jayce all these things.
"Well, fortunately, I don't have to worry about Bilgewater."
"Many hands make light work, Councilor Linwin," Mr. Talis said with a smile.
"You don't get to say that to me."
Glaring at Jayce again, Linwin, who was about to dismiss the matter, had the Hextech phone on the table ringing.
Answering the call, Linwin spoke, "This is Linwin, what's the matter?"
"Linwin, it's Viktor. Professor and his friends have arrived at the Twin City University. Are you sure you don't want to come and take a look?"
Viktor's voice sounded surprised.
Jayce also heard the voice and slapped the table, "What, the professor is back?"
Then..
He saw Linwin disappear before him.
"Damn it, Linwin, take me with you!"
Flying towards the University, Linwin was excited.
The Yordles have arrived!
