The group continued to mention things to note, as well as what he was sending the elders for improvement in the future. "I would hope to get a few more Alterran captains in here," he said, "And, perhaps, a mass migration is possible."

Silvia nodded. "Policies could be made to encourage this," she said. "This will be especially attractive to those who couldn't afford a residency in Alterra yet." 

There were a lot of policies to be done, actually, and some might be added in consideration to the majority aborigine population. 

Thinking of the challenges, Silvia couldn't help but think about the two women from before. "Would those two women be able to cope?" she asked. 

While she could support them, she had too much to do to be able to monitor their progress.
