Introduction II: The Order of Man
The Great City of Hatlynshire gave home to many people and things alike. And it was these 'things' that many in the masses did not know about. For what laid hidden amongst the crowd was a secret known only by the servants of one institution. An institution that itself, was a secret. An institution that walked in the shadows behind the politics and the administration of the known city. An institution with origins dating as far back as before the city was even built. A scared order built to protect the city against these 'things' that hid among its residents. An order that looks through a figurehead during the day but walks out and show its true colors at night. This order was theorized among the masses as a conspiracy, but its secrecy was so true that its existence cannot be proven by mere regular folk. This order was called The Order of Man.
The Order of Man is relatively simple organization compared to that of the people they swear to vanquish, the Circulions and it is composed of many of the same basic institutions required for governing the masses. They operate behind the curtains of a puppet government situated in the largest Borough of Hatlynshire, called Great Borough. The figurehead of such a government is called the Mayor of Hatlynshire. But in reality, the true seat of power lies with the hereditary position known as the Grand Overseer (or the Grand Prince is some cases). Their various governing institutions vary with the Mayor's Office being the only one known to the public. Among their bodies include the Order of Tax Takers, the College of Professors and the Judges of the Law. Their most notable institution is the Order of Hunters, angle face wearing soldiers trained to kill Circulions.
While the origins of the Order of Man dates back far beyond what history records it has been in constant activity for centuries. Ensuring that the Circulions do not gain control over Hatlynshire. An equilibrium is maintained between the two entities as the Order of Man controls the population of the city while the Circle controls most of the industries. It is this power dynamic that holds the very fabric of Hatlynshire's society together.
It is advised that all Circulion citizens avoid going out at night as Hunters roam the streets past dusk. It is also advised that residents of the Hamlets refrain from traversing Great Borough at all times.
