Ningguang and Keqing also spoke up quickly, "We are not immortals, merely followers of the Geo Archon. My name is Ningguang. If you wish to honor me, you may call me Tianquan."
Keqing, feeling uneasy as she took in the sight of the ragged people, added, "I am Keqing, known as Yuheng."
Uncle Tian stepped forward, "Hey! Just call me Tianshu."
The Qianyan Army soon took over the order of Jilu City, and the local soldiers were reclassified as recruits after undergoing assessment from Feng Yan, the "coach of the Qianyan Army."
The first task of the Liyue Immortals and the Qixing was to feed the starving townspeople and teach them farming, medicine, and other skills. More than three thousand years ago, the immortals had done similar work, helping humanity cultivate the land.
The people of Jilu City were immensely grateful for the aid provided by the immortals. In such troubled times, their desires were simple—enough food and safety.
Jilu City had now become a place where the gods descended. Could any place be safer than the gods' domain?

The changes extended beyond the city itself—the surrounding land was transformed into fertile fields under the power of the immortals. Giant waterwheels irrigated the land from nearby rivers.
Uncle Tian, the Tianshu, who specialized in matters of livelihood, taught the farmers practical agricultural techniques.
He looked over the vast expanse of fertile land and sighed, "The work of immortals truly is impressive. To turn barren land into fertile fields so quickly."
"Uncle Tian, please have some food," a farmer said humbly, presenting him with roasted potatoes, a simple token of gratitude.
Uncle Tian accepted with a broad smile, "Thank you, I gladly accept."
### In Jilu City
Ningguang and Keqing were hard at work managing government affairs. As Tianquan, Ningguang was responsible for commerce and law. She used the laws of Liyue as a model to draft authoritative regulations for Jilu City.
In this world, laws were typically the preserve of aristocrats, and ordinary civilians had no legal protection. The laws were arbitrary, subject to the whims of those in power.
To Ningguang, the law was a contract, something that everyone must abide by—representing fairness for all.
After writing down the most crucial laws, Ningguang looked at Princess Izayoi, who was diligently studying.
"Izayoi, do you understand? The essence of the law is fairness for everyone."
The princess looked up with admiration, "Yes, Master Ningguang. Though there are parts I still do not fully grasp, I understand most of it."

"Emperor, I have gathered information on all the monster forces surrounding Jilu City. To the west is the Western Kingdom, ruled by two powerful groups: the Dog Demon Clan and the Leopard Cat Clan. Their leaders are both top-tier monsters.
"The eastern region is home to fewer monsters, mostly human settlements, and a 'water god' in one of the lakes. To the south, there is a significant monster known as the Dragon Bone Spirit, likely on par with the other major monsters.
"As for the northern road toward Kyoto, numerous large monsters reside there under the command of Nue, the ruler of demons. Additionally, there is a group known as the Nura Clan, consisting of large monsters and thousands of lesser ones. Despite expanding their territory, they appear friendly toward humans and have not been observed harming or eating them."
Zhongli's golden eyes held a hint of killing intent as he spoke calmly, "Jinpeng, in accordance with the contract I established for humans, monsters, and gods, go subdue the two great monsters in the Western Kingdom."
"If they break the contract, eliminate them."
Xiao bowed low, "Understood."
