Fury, who liked controlling things, knew that he shouldn't make these people impatient and said: "My plan is a project called The Avengers Initiative."
This is something that has been on his mind for some time; he initially wanted to wait for some moment, but what's happening right now, like the situation with Emma, couldn't help but force him to advance the idea.
The council members were just looking at him; they couldn't possibly know what are his ideas with just a vague title.
He said: "My idea is very simple: since the menace is coming from the supernatural side, why not gather the best, the strongest, and those with unique abilities and, of course, bring them in control before they start regrouping."
"It's like, you know, these special individuals have been going in different groups recently, which isn't good for us; why shouldn't we also create a special team to fight them?"
"Even though the Idea of creating a superhero like Captain America is good, I don't think one individual is enough; we need a team of these special individuals tentatively called the Avengers."
"It would not only be a one-time solution but a permanent one against all threats; as for their supervision, it would be a special team under SHIELD's supervision and would become humanity's first shield against any rogue superhuman like the green titan, mutants threats like Magneto or any global catastrophe."
