"So again I ask, how do you know it isn't a werewolf gone rogue behind these killings?"

"You saw the snake shifter earlier, you met the bear shifters from the wastelands. Why is it so hard to believe? All werewolves are shapeshifters but not all shapeshifters are werewolves if you get my drift. This strikes me as the work of an intelligent copycat but I may be wrong."
