"Yes! Lord Hokage!" Anbu Shinobi replied and immediately disappear.
Looking at the disappearing Anbu, Sarutobi Haruzen deeply sighed." What is that kid thinking? What on earth he want to do?"
The News that Uzumaki Kingdom spies bring back is confusing, he couldn't understand at all.
It was just a policy of no Great Ninja Village will accept, such thing will never accepted on any means for sure
You must know that the Shinobi World was like this fifty years ago and no one ever try to change it
