As long as Crocodile didn't openly rob Alabasta, the World Government couldn't take action against him. After all, the Seven Warlords of the Sea had the legal authority to plunder!
Crocodile had also made himself a hero in Alabasta, gaining popular support. The World Government wanted to use this to promote the positive role of the Seven Warlords of the Sea, creating an ideal example for the people.
So, instead of stopping him, the World Government secretly supported Crocodile's actions and operations in Alabasta, as long as his plans didn't lead to disastrous consequences that the World Government would have to clean up!
Very ironic, but true—
Alabasta was not only a country ruled by one of the original 20 kings, but also one of the oldest nations that had been part of the World Government for 800 years, and one of the very few countries that had remained loyal throughout!
However, despite knowing that Crocodile was plotting something, the World Government allowed the tragedies in this country to unfold bit by bit!
In the end, it would be rescued by pirates from East Blue in Sea Circle Calendar 1520!

Using Rainbase as his base camp, and being hailed as the "hero" of Alabasta, Crocodile was gradually being called the "Guardian God of Rainbase" by the residents there, making him quite easy to find.

Some even yelled:

"Go to the side and drink juice!"
"No, in my opinion, he should go to his mother to drink milk! Hahaha..."
"Nice one!"

Hearing the ridicule of these people, Rob's face remained unchanged, his expression calm, and his eyes indifferent.

While speaking, the waiter worked at the fastest speed in his life, making a special juice for Rob. He was terrified that if he was even a step too slow, he would be killed by Rob. After all, a single look from Rob had subdued everyone in the tavern. Who would dare treat Rob as an ordinary child now?
After a minute, the waiter presented the special juice to Rob.
Rob took a sip, his eyes becoming deep and serious:
"My name is Rob, and I'm here to take the head of Crocodile! Those who don't want to die can leave now! Otherwise, if you try to leave later, you won't be able to!"
Hearing Rob's words, everyone was stunned for a moment. Then, without hesitation, they all stood up from their seats, scrambling towards the tavern door!
Their frantic movements made it seem as if they had grown extra legs!
Once outside the tavern, they shouted:
"Run away! There's an incredible guy here to challenge Mr. Crocodile!"
"Step aside!"
"Get out of the way, don't block me!"
"..."
It didn't take long.
Driven by those fleeing the tavern, the blind obedience of humans quickly mobilized, and the entire block where the tavern was located emptied within minutes.
The only one left was Rob, and in a separate corner booth of the tavern, smoking a cigar, combing his slicked-back hair, wearing a coat, standing 2.53 meters tall, sat a man almost as tall as Rob.
It was the target of Rob's trip—
A member of the Seven Warlords of the Sea, a Sand-Sand Fruit user, one of the 50-50 men in the One Piece World, Sir Crocodile! (T/N: What do you this means, answer in next chapter)
Rob had declared he would take his head, and with Crocodile's arrogance, naturally, he wouldn't flee from Rob's challenge.
