The system of seven warlords
'The seven war lords of the sea ' the title was given by the world government to those pirates who agrees to certain conditions given by the world government. These individuals must be strong and must have some influence over the seas. These individuals will create a new power system that will bring the balance of powers between marines and the four emperors.
The declaration from the world government in January 7th 1508, became the headlines of the newspapers in all over the world. This news was very shocking. The world government which has declared every single person as a criminal who dares to fly a Jolly Roger. They have marked anyone as a criminal who has some kind of connection to pirates.
But now suddenly out of no where they have declared that they will work with 7 individuals to balance the power between them and the four emperors.
People took the news in different ways.
Some thought that the emperors were so powerful that even the world government couldn't handle them.
Some took it as a ploy of the world government to manipulate the powerful pirates so that they can not become greater threat in the future.
Many marines didn't like the fact that they would have to work with pirates from now on. Some became enraged thinking that the world government has no longer trust on Marine's power.
Many pirates saw this as an opportunity and tried to pose themselves as the strongest so that they could take the position of the war lord and enjoy all those privileges given by the government. Many pirates thought that the marines have become weaker and started to get wild in their activities.
The emperors didn't care about the new development. The know that, they were the strongest in the seas. Bigmom took it as a joke from the world government. Kaido tried to figure out a new way to cause more chaos. White beard didn't care as long as his sons are out of harm's way. Shanks was too busy with his own adventures to care.

Dracule Mihawk AKA Marine hunter Hawkeye Mihawk AKA the world's strongest swordsman agreed to the position of a war lord.
After a certain incident that deeply affected him he has started hunting marines. 300 every single powerful swordsman he found, weather it is a marine or a pirate, until his Yoru changed his colour to red and then black.
After hunting for a long, it became very boring to him. There was no enemy that he couldn't defeat. Well except for that too cheerful to be a pirate, Red haired Shanks. But still it was a draw, when the conqueror's haki of the red haired menace is stronger than his own.
He was just bored by being chased by marines who, thinks that he is not that powerful because he does not have a crew of his own.
The offer of his bounty being frozen, is not something he would like to pass on.
That's why he decided to accept the offer and play war lord with the world government.
So he went to the G1 base to take part in the meeting, that has been arranged by the marines to discuss the term and conditions with those, who have accepted the offer like him.
What if he got attacked by the marines and all of this was just a ploy to catch powerful pirates like him ?
He didn't care because he was confident in his ability to escape.
But unlike Mihawk, Gekko Moria and Crocodile only sent back there agreement to join the seven war lords. They were worried about the whole thing being a trap.
In the other hand Hancock also decided to Join the meeting. She was only fifteen. The youngest person to receive the offer from the marines. She was confident in her ability to get away in unforeseen circumstances.
While initially Sengoku has decided to send the invitation to these four people, later he was forced to send this recommendation letters to all of the recommended pirates under the order of the five elders.
But as he expected most of them didn't took the letter seriously. And besides those who took it seriously didn't dare to come to the headquarters of the marines to discuss. And without any discussion non of them were ready to accept something ridiculous.

//G1 base, Marine HQ
The entire marine headquarters was in high alert. Under the orders of the world government, today was the day when the term and conditions will be discussed with the new were lords who will take their position.
Three nominees for the position have sent a reply with some excuse to join the meeting later.
But Sengoku knew better. Those were just scared of coming to the marine HQ.
The two pirates whom he has expected to come, came to the marine ford. Mihawk, with a raft and Hancock, with a small caravel. Both of them came alone without any crew. Not that Mihawk has any to begin with.
Thankfully, neither of them were the type to cause unnecessary trouble, but Hancock's beauty has unintentionally created a lot of trouble. But Sengoku can't fault her for it.
A special meeting room has been arranged for this meeting.
Five Denden mushi for five elder planets.
There were seven seats reserved for seven warlords. Along with them there are seeds for ten vice admirals, one admiral and finally the fleet admiral.
Hancock glanced at Mihawk before taking a seat in the other end.
"Now that all the participants in the meeting are present here I, Sengoku the fleet admiral of the marines will start the meeting."

Kapitel 45: The discussion

"Well, I was expecting more people to come today to discuss, the terms and conditions for their agreement to join the seven war lords.
But I am not surprised.
Anyway let's start the discussion." Sengoku started the discussions.
"As the files infront of you replies, the first advantage of the position of a war lord is that your bounty will be frozen. As an ally of marines, you will be given access to the property of Marines to a certain degree. It also includes your access to some of the marine facilities with permission. These will be the common privileges you will enjoy as an war lord.
In exchange you have to stop all aggressions against marines. Not to mention you have to help us hunting down other pirates that you come across. Apart from that there will be few orders given by the world government. In that case you must absolutely follow them. Otherwise, you will be stripped of your status and declared as a common criminal."
Sengoku repeated the giest of the general conditions and benefits of becoming a war lord.
After pausing for a while he continued, "while these are the basic benefits, you can also get other benefits. But there will be more conditions added to the list. I hope you have already read them. "
"I have read them, but the description about our subordinate's bounty is quite vauge." Hancock said to Sengoku, while Mihawk merely witnessed the exchange.
"Yes the first letter that was sent to the warlord nominees has missed some conditions that we have later revised." Sengoku paused for a bit. He was happy that the pirates, who have joined the meeting are reasonable enough to listen to him like civil people.
"Let me to explain it.
First of all the moment you accepted the position of the war lord, all the bounties of your current subordinates will be frozen a long with you. And those who have not gained a bounty yet won't get any. In case new members join your pirate crew, they won't be getting any bounty from the marines either. But in case if already declared criminal or pirate with a bounty want to join your crew, then you have to take the permission from myself. Only then their bounty will be frozen. Otherwise it will stay there regardless of your connection with them." Sengoku explained.
"That is acceptable then." Hancock nodded.
"What about the tax that is mentioned in the letter ? The only description about that tax was that , we have to share a part of our loots from the pirates with the marines. It did not tell in details about the matter." Mihawk asked this time.
"Yes the rule about that has also been revised.
Any monitary loot including objects like gold or valuable jewellery will be considered as the loots that will cost you 25% tax per year. You have to pay them to the marines. Apart from that any valuable historical item you get from the loot, or plundering, you have to report to the marines first in order to make sure that those things are not dangerous.
Any expensive or valuable weapons won't cost you any tax.
And finally if you find any devil fruit than you have to report It to the Marines first. Then if you want to sell it then you will be only able to sell them to the marines. Of course a reasonable price will be negotiated between yourself and our negotiator."
Sengoku explained.
"How about the access to the eternal log poses for different Islands ?" This time Hancock asked the question.
"You can get access to the log poses that points at any non government and government affiliated Island except for the islands that are considered as the property of the world government.
And that case you can apply to visit that island with a valid reason.
Then after my permission, you will be escorted there under the surveillance of marine vessel along with a vice admiral." Sengoku answered the question.
"What about our movements in the sea ? And what about the orders from the marines ? The letter did not mention anything about which orders we can choose to ignore ?" Mihawk asked the question.
"For your first question your movements are not restricted as long as you don't go to the Marine affiliated Islands or the government owned islands all on your own.
And as per your second question there will be two types of orders.
The yellow orders and the red orders.
Every time you get an order from the government either by a direct letter from a vice admiral, or by a letter carrying sea gull, the orders of the mission will be written along with a yellow cloth or a red cloth."
"The yellow orders can be chosen to ignore. But it would decrease our trust and you will loose some of your validity.
But the rid orders cannot be ignored at any cost. Otherwise you will be stripped from your position immediately." Sengoku explained.
"Is there any more question before we move to the special privileges ?" Sengoku asked after pausing for a while.
"I have no need for any special privileges. So count me out of this discussion." Mihawk said to Sengoku.
"Boa Hancock, do you have anything to ask ?" Sengoku turned to Hancock. If she has nothing to ask like Mihawk, then the meeting will end there and they will move on into signing the documents.
"Yes,
I am one of the prime candidate for the next queen of the Amazon Lily. In case I inherit The throne I want to know about what will happen to the island as it is not Government affiliated yet." Hancock asked the question she has came for.
